Hosted Rentals

Hosted Rental Rules and Regulations:

  1. What is a Hosted Rental?
  • Hosted Rental, formerly known as a Bed & Breakfast (B&B). 
  • "Hosted Rental" means one permitted bedroom within a dwelling unit where the homeowner occupies the dwelling unit as their primary place of residence, and where one designated bedroom is rented for the purpose of continuous overnight lodging for a period of not less than one night and not more than thirty (30) consecutive days.
  • Hosted Rentals are now required to:
    • Short-Term Rental (STR) Ordiannce:
      • Adhere to the rules and regulations pertaining to hosted rentals as set forth in the Short-Term Rental (STR) Ordinance.

  • TOT: Continue to Remit Transient Occupancy Tax on a quarterly basis. 
  • Renewal: Required to renew every three years. Registrations will expire on the third March 31st after initial registration.
  1. Operational Standards

All registered Hosted Rentals shall comply with the following standards at all times regardless of whether the property registered as a hosted rental is being used as such on a given day. 

  • Hosted Rental Contact Person: 
    • “Hosted rental contact person” means the individual homeowner designated for a hosted rental who will reside on-site with the renter in the primary dwelling unit, and who has access and authority to assume management of the hosted rental.
    • Shall be personally available by telephone on a twenty-four (24) hour basis and shall:
      • Respond by phone within thirty (30) minutes of contact, verifying the complaint was received. 
      • Resolve the issue within sixty (60) minutes and provide resolution notes to the STR Division. 
  • Sanitation Facilites: Guests shall be provided access to sanitation facilities (bathrooms) within the main dwelling.
  • Parking: On-site parking shall be provided for each hosted rental. No vehicle parked at a hosted rental may be parked on the street, or in an unpaved area.
  • Fire Safety Requirements: Please reference the Hosted Rental Fire Safety Self-Certification Form for all required fire safety standards. 
  • Advertisements: Shall include the following information in each advertisement. 
    • Maximum Occupancy: Two (2) people as the maximum number of occupants (excluding children under thirteen (13) years of age) or a lesser number if desired by the operator.
    • Parking: List the number of parking spaces available for the guest.
    • Owner On-Site: Reference that the host will be on-site during the stay. 
    • Registration Certificate Number (RCN): the number of the transient occupancy registration certificate.
  1. Prohibitions
  • Bedrooms that Contain a Cooking Facility or Sink: No hosted rental transient occupancy registration certificate will be issued for a bedroom that contains a kitchen, cooking facility, wet bar, or sink outside of a permitted bathroom area that did not have a certificate for a bedroom that included such kitchen, cooking facility, wet bar or sink prior May 24, 2022.
    • NOTE: As an existing hosted rental operator if you intiially were approved to operate as a hosted rental prior to May 24, 2022 and apply for your new hosted rental registation certificate prior to the deadline of April 1, 2025 then you do not need to adhere to the current standards and may maintain your cooking facility or sink. 
  • Property Types:Hosted Rentals are prohibited in Accessory Dwelling Units (ADU's), Junior Accessory Dwelling Units (JADU's), detached living areas from the main residence, and mobile home/manufactured home/recreational vehicle/tiny home. 
    • Allowed Property Types: Hosted Rentals are allowed in Single Family Residences and Multi-Family Residences. 
  • Incidental Camping: No overnight camping, sleeping in tents or on decks attached.
  • Outdoor Fireplaces: No wood burning pits, bonfires, or campfires are permitted to occur. 
  • Grills & BBQ's: Grills and barbeques are not permitted beneath a potentially flammable source including trees, umbrellas, decks, or other appurtenant structures. All grills and barbecues shall be no less than ten (10) feet away from a structure and any flammable materials, such as a woodpile. Charcoal grills of any type are prohibited.  
  • Subletting: Only operators (homeowners) with a valid transient occupancy registration certificate may advertise and rent a residential unit. 
  • Special Events: Weddings, corporate events, commercial functions, and any other similar events are prohibited from occurring.  
  1. Enforcement

Violations of the STR Ordinance are subject to administrative citations. Any person found to be violation of the ordinance, including guests, operators, and designated contact persons may be subject to fines. The owner shall be deemed responsible for all violations occurring at the hosted rental or in connection with its operation.

  • First Administrative Citation: Fine not to exceed $500 per day for each violation or violations.
  • Second Administrative Citation: Fine not to exceed $1,000 per day for each violation within one year.
  • Subsequent Administrative Citations: Fine not to exceed $1,500 per day for each violation within one year of the first violation.

Should three administrative citations be issued within a one year time period and not overturned on appeal the registration certificate will be revoked. A new certificate will not be issued for a year from the date of certificate revocation.
