The February 17, 2026 Planning Commission hearing was canceled due to inclement weather. The continued Planning Commission discussion on the new Deed-Restricted Housing Incentives is rescheduled for March 17, 2026. The Planning Commission hearing will begin at a special time - 4:00 PM. This agenda and staff report for this item will be published for the March 17, 2026 hearing on the event calendar at least five days before the hearing.

At the November meeting, the Planning Commission discussed the proposed Development Code updates for new Deed-Restricted Housing Incentives, identified some recommendations, and continued the hearing to the January 20, 2026 meeting. However, at the January meeting, the Planning Commission continued the meeting without hearing the item due to impacted meeting schedule. This item is scheduled for the Planning Commission's February 17, 2026 hearing. You can find the staff report for the January hearing on the Town's website. This item will be republished for the February 17, 2026 hearing on the event calendar at least five days before the hearing.

The Town of Truckee Planning Commission will be reviewing proposed Development Code updates for new Deed-Restricted Housing Incentives at its November 18, 2025 meeting. The proposed Chapter is intended to provided nonmonetary incentives through a streamlined review and flexible design standards for projects with deed-restricted housing units. The Town is also drafting a revised monetary incentives program for deed-restricted projects that is not part of this review, but will be part of a future Town Council discussion. The Planning Commission will be reviewing the proposed language and is tasked with forwarding a recommendation to the Town Council for their consideration at a future meeting.

At the June 10, 2025 Council meeting, the Town Council will be reviewing background research, feedback from outreach, and proposed options/questions for the future Truckee housing incentive program.
You can find the agenda on the Town's website (see Item 7.5). If you would like to provide public comment, you may provide verbal public comment at the meeting at Town Hall (10183 Truckee Airport Road) or in written form at the Town's public comment portal. Comments sent through the public comment form before 2:00 p.m. on June 5, 2025 will be sent to Councilmembers and Town Department Heads as well as uploaded to public view by 2:30 p.m.
This is an opportunity to provide early feedback on the development of this program.

The Town of Truckee is seeking input from local developers on how we can help develop housing for the Truckee workforce.
The Town is researching ways to incentivize the development of housing for the Truckee workforce. Right now, the Town’s codes are written to support and, in some cases, require the creation of housing for moderate to lower income households. The Town is looking for ways to expand our programs and encourage the development of housing for households that can’t afford market rate housing but are not eligible for housing designated for lower income households.
Our goal is to serve community members that are not otherwise targeted by existing local and State policies, recognizing that an authentic, vibrant, and functional community relies on a diverse local, year-round population.
We’re asking the development community to lend their expertise to help us create meaningful and realistic policies and programs that achieve this goal.
We're interested in understanding the following:
- What type of restrictions work?
- Is there a restriction that fits the needs of Truckee's workforce?
- What incentives would help make the creation of workforce housing more feasible?
- Which development standards should be made more flexible?
- What financial support would help tip the balance?
- How can we assist in the entitlement process?
- What are your ideas?

Findings from this inquiry will help inform future Development Code updates to implement 2040 General Plan Action LU-2.B (Town of Truckee Workforce and Affordable Housing Density Bonus):
Create a Town of Truckee-specific Workforce and Affordable Housing density bonus program that offers additional housing density and financial incentives for the creation of workforce and affordable housing units in targeted infill areas that meet the affordability needs of Truckee's local workforce, particularly those who would otherwise be unable to afford housing within Truckee. Identify specific criteria to participate in this program.
