At the October 19, 2021 Planning Commission meeting, the Planning Commission provided direction to the applicants on the project. Comments were related to parking, site design, height, and wetland impacts. The Planning Commission continued the meeting for future consideration.

The project is tentatively scheduled for review by the Planning Commission on May 17, 2022. A formal public notice will be published once the date is confirmed.

The proposed project would subdivide the existing 10.4-acre Truckee Donner Senior Apartments parcel into two parcels and develop the 2.1-acre southerly parcel (Parcel A), south of Estates Drive, with a 30-unit affordable housing community. The affordable housing community will consist of three, three-story residential buildings with 15 one-bedroom units, seven two-bedroom units, and eight three-bedroom units. The proposed project will also include a community building consisting of a community room, manager's office, bike storage, and laundry room. One-hundred % of the units will be affordable to 50-60% median income households.
The proposed project requires the following approvals from the Town of Truckee:
- Development Permit
- Minor Use Permit;
- Planned Development; and
- Tentative Subdivision Map.
While a limited potential exists for nesting raptors and migratory birds protected by the MBTA to occur on-site, Mitigation Measure IV-1 would ensure that any impacts related to special-status species would be reduced to a less-than-significant level. The project's location adjacent to an existing wetland requires mitigation to ensure that the wetland will not be negatively impacted. Mitigation Measures IV-2, IV-3, and IV-4 require design of walkways to drain away from wetland, specific timelines and inspections for wetland mats, and consistent inspection and revegetation, if needed. The project site is not known to contain a previous archaeological site or contain any cultural resources. However, a limited potential exists for cultural resources to occur beneath the ground surface. As such, Mitigation Measures V-1 and V-2 ensure that in the event that prehistoric resources are discovered within the project site, such resources would be protected in compliance with the requirements of CEQA and other State standards. The Initial Study determined that the proposed project could also result in potentially significant impacts related to the following other CEQA topic areas: Geology and Soils; Hydrology and Water Quality; Transportation; and Tribal Cultural Resources. However, the IS/MND requires mitigation measures sufficient to reduce all such impacts to less-than-significant levels. The measures will be included as part of the project and adopted with the Mitigation Monitoring Plan.
The project is anticipated to be reviewed by the Planning Commission at the October 19, 2021 public hearing. The staff report will be made available prior to the public hearing. The public review period for the Initial Study/Mitigated Negative Declaration begins on September 17, 2021 and ends at the close of public comment at the Planning Commission meeting on October 19, 2021.

The Planning Division has received an application to construct a 30-unit affordable housing project located at 10020 Estates Drive (APN 019-450-047). The applicant is proposing to subdivide the existing Truckee Senior Apartment parcel and develop the two-acre portion south of Estates Drive. Three three-story apartment buildings with a mix of one-, two, and three-bedroom units and one community building with community room, manager's office, laundry, bike storage, and general storage are proposed (See Table 1 for unit breakdown).

All of the units are proposed to be restricted to 50-60% median income households. Fifty-one parking spaces are proposed on site and a bus pullout is proposed as part of the frontage improvements.
The subdivision would include an 8.3-acre parcel for the existing Truckee Senior Apartments, a right-of-way for Estates Drive, and a 2.1-acre parcel for the proposed development. This portion of Estates Drive is currently an access easement. The project site is adjacent to and includes wetlands (Truckee Meadows Wetlands) that the applicant is proposing to avoid; however, the buildings are in close proximity to the wetlands on site.

The following land use permits are required:
- Development Permit to construct multi-family residential units, 11 and more units in the RM-15 (Multi-Family Residential, 15 dwelling units per acre) zoning district
- Development Permit to disturb 26,000 s.f. or more of the site
- Minor Use Permit for location of the project or disturbance within 200 feet of any wetland area
- Planned Development to allow a reduction in parking requirements from 66 parking spaces to 51 parking spaces, increase the allowed building height from 35 feet to 40 feet, and a reduction in the rear yard setback from 20 feet to 10 feet
- Tentative Map to subdivide the parcel into two parcels.
